DENVER (Reuters) ? U.S. prosecutors in Colorado started a crackdown against nearly two dozen medical marijuana dispensaries located within 1,000 feet of schools, giving the proprietors 45 days to cease operations or face civil and criminal penalties.
U.S. Attorney John Walsh issued the ultimatum in letters to 23 dispensaries and landlords he said were in violation of federal and state law, a statement Thursday from the U.S. Justice Department said.
The move makes Colorado the latest battleground pitting federal prosecutors against storefront distributors of marijuana in states that have decriminalized marijuana for medical purposes.
"When the voters of Colorado passed the limited medical marijuana amendment in 2000, they could not have anticipated that their vote would be used to justify large marijuana stores located within blocks of our schools," Walsh said.
He cited a 2011 memo from U.S. Deputy Attorney General James Cole that allows individual federal prosecutors to "exercise their discretion to handle marijuana trafficking matters."
The Colorado move followed an announcement in October by federal prosecutors in California that they were cracking down on medical pot dispensaries they said were fronts for large-scale, for-profit drug trafficking.
Last March, federal agents also raided greenhouses and dispensaries in 13 cities in Montana cited by authorities as operating illegally under the guise of that state's medical marijuana law.
A month later, U.S. attorneys in Washington State issued a legal opinion threatening to prosecute not only dispensary owners and growers but state officials who would have enforced a proposed state licensing system for medical marijuana.
Washington Governor Christine Gregoire cited that warning in her decision to veto a bill to establish a new regulatory system for state-sanctioned suppliers of medicinal cannabis.
A total of 16 states and the District of Columbia have enacted some sort of legalized medical-marijuana statutes, according to the National Drug Policy Alliance. But cannabis remains classified as an illegal narcotic under federal law, a point Walsh underscored in his letter to Colorado dispensary operators.
"The dispensary is operating in violation of federal law, and the Department of Justice has the authority to enforce the federal law ... even when such activities may be permitted under state law," the letter said.
Walsh did not identify any of the letter's recipients, except to say the businesses were located throughout the state.
Denver lawyer Robert Corry, who represents clients charged with marijuana offenses, said in recent testimony before the Denver City Council that "there should be no arbitrary distance limits" for legal marijuana businesses.
"There is no documented case of any child ever purchasing or obtaining medical marijuana from a dispensary," he said.
Nevertheless, Walsh said law enforcement will be on the lookout for other violators, and offenders could be subject to asset seizure and property forfeitures.
"Those who do not comply will be subject to potential criminal prosecution and civil enforcement actions," Walsh said. "Because the stores are operating within 1,000 feet of a school, enhanced penalties apply under federal law."

MOSCOW ? Russia's Foreign Ministry has accused the U.S. of breaking international law by keeping terror suspects in indefinite custody without trial at the Guantanamo Bay prison.
In a statement posted on its website Sunday, the ministry said the prison at the U.S. Navy base in eastern Cuba represents a "flagrant violation of international law."
The Foreign Ministry also criticized the National Defense Authorization Act, signed into law by President Barack Obama on Dec. 31, which includes a provision allowing indefinite military detention without trial. The ministry claimed the act contradicts U.S. obligations under international humanitarian law.
Russia in the past has reacted angrily to the accusations of human rights breaches that the U.S. State Department has leveled at it in its annual reports.

Some times the coolest new things you see at the Consumer Electronics Show aren't gadgets or apps or even 55-inch OLED TV sets (although, admittedly, those are cool). Sometimes they're just technologies, which is what digital stereoscopic displays and gesture recognition were before they became 3D TV sets and XBox Kinect.
A good example this year is Alljoyn, an open-source software project coming out of an innovation lab run by Qualcomm. Alljoyn enables nearby users of an app to interact with each other, even when there's no local data network. Multiple people in the room can join the activity, whether it be playing a game, taking turns in the virtual DJ booth or working on an electronic whiteboard. And unlike collaborating through a congested Internet, there's little or no delay -- the users' devices are seamlessly synchronized.
The magic isn't in the short-range communications technology -- Alljoyn runs on top of Wi-Fi and Bluetooth. What's special is the ability it gives developers to quickly add proximity networking to just about any app, even if they have no expertise in radio communications. For example, it took programmers at Namco only a week to add Alljoyn capabilities to their Pacman Kart Rally game, according to Qualcomm's Liat Ben-zur.

The demos at the Qualcomm booth showed how?nearby tablets, smartphones and even a tablet and a connected TV could join in games and productivity apps. Because Alljoyn connects apps, not devices, users can collaborate simultaneously with separate groups on different programs, with no overlap -- for example, working on a virtual whiteboard with one team while collaborating on a document with another.
Ben-zur said the potential uses include a wide variety of entertainment, education and business applications. The breakthrough here, she said, is that any developer will be able to make apps that can seamlessly discover and interoperate with related apps nearby. She added, "I believe this is a new Pandora's box for mobile."

NEW YORK (AP) ? Martin Scorsese isn't just nominated for a Directors Guild Award for "Hugo," but also for his documentary "George Harrison: Living in the Material World."
The Directors Guild of America announced its documentary nominees for the 64th annual Directors Guild Awards on Thursday.
Also nominated are Steve James for the Chicago anti-violence documentary "The Interrupters"; Joe Berlinger and Bruce Sinofsky for the West Memphis Three documentary "Paradise Lost 3: Purgatory"; James Marsh for the chimpanzee rearing film "Project Nim"; and Richard Press for the fashion photographer documentary "Bill Cunningham New York."
Two of the selections ? "The Interrupters" and "George Harrison" ? were not among the Oscars' documentary short list of 15, from which it chooses five.
On Thursday, the academy announced that it has overhauled its often criticized documentary selection process. Beginning next year, the entire documentary branch within the academy will be able to vote on nominees, rather than just a selection committee.
The Directors Guild earlier this week nominated Scorsese, David Fincher ("The Girl With the Dragon Tattoo"), Michel Hazanavicius ("The Artist"), Woody Allen ("Midnight in Paris") and Alexander Payne ("The Descendants") for its top filmmaking honors.
The guild will announce its winners at a Jan. 28 dinner, with Kelsey Grammer as host.
