Reforming Legal Immigration

Jennifer Wedel (an ?avid Republican?!) got the drop on President Obama the other day by asking him why, with so many American engineers like her husband unemployed, he wants to import even more engineers from abroad. Obama responded that industry tells him there?s a ?huge demand? for engineers around the country, and that she should send her husband?s r?sum? to the White House.

The Republican National Committee has leapt at the opportunity, launching a site called Not Better Off, highlighting the weak job market during the president?s tenure and urging people to send him their r?sum?s.

Libyan Sufis mark Prophet's birthday despite tension (Reuters)

TRIPOLI (Reuters) ? Libyan Sufis staged a joyous parade through the heart of Tripoli on Saturday to mark the Prophet Mohammad's birthday, defying radical Salafi Muslims pressuring them to scrap the centuries-old tradition.

Chanting hymns to the beat of drums and cymbals, marchers choked the narrow alleys of the walled old town to celebrate the feast of Mawlid, a favorite event for the pious Sufis whose spirituality is an integral part of North African Islam.

The celebrations were the first since the fall last August of Muammar Gaddafi, who kept religion under firm control during his 42-year dictatorship, and went ahead despite concerns that hardliners might attack the marchers as heretics.

The tension between the traditional Sufis and the Salafis, a group influenced by Saudi Wahhabis and other ultra-conservative foreign Islamists, has become a key divide in Libyan politics as parties begin to form to contest free elections in June.

"We fought the tyrant (Gaddafi) because he was a dictator and we don't want anyone like him to govern us again," said biology teacher Mohammad Aref. "We are the majority."

Emhemed Elashhab, the sheikh (Islamic scholar) at one Islamic school where marchers assembled, said there were fewer than 2,000 violent Islamists in Libya. "All normal people are against their ideas," he said.

EITHER BATS OR THIEVES

Sufism, a mystical strain among both Sunnis and Shi'ites, dates back to Islam's early days. Apart from the standard prayers, Sufi devotions include singing hymns, chanting the names of God or dancing to heighten awareness of the divine.

Sufis also build shrines to revered holy men and scholars and make pilgrimages to them. Hardline Islamists consider these practices grave sins that must be stopped, by force if needed.

One night last month, extremists bulldozed through a wall of an old cemetery in the eastern city of Benghazi, destroyed its tombs and carried off 29 bodies of respected sages and scholars. They also demolished a nearby Sufi school.

"The extremists have taken advantage of the lack of order," said Jamel Abdul Muhi, a Sufi in Tripoli. "Those who work in the dark are either bats or thieves. They are cowards."

In Benghazi, hundreds of Sufis marched to a main square flanked by 30 armed militiamen for security. Jumaa Mohammad Al-Sharif, an Islamic school teacher, said the procession was also a protest against last month's grave desecrations.

"We caught some people who destroyed the zawiya (Islamic school) and disrespected the graves and handed them over to the authorities, but we were surprised when we later learned they had been released," he said.

Hisham Krekshi, deputy chairman of the Tripoli Local Council, expressed satisfaction the march was taking place peacefully despite concerns about reprisals from hardliners, who spread pamphlets in recent days urging people to shun the event.

"This has been around for 14 centuries, you can't stop it," he said in one of the main souks, where the gold traders and cloth merchants had shut their shops for the day.

INCENSE AND ALMOND MILK

Festivities in Tripoli began with Sufi devotions in traditional Islamic schools in the old town. At Zawiya Kabira, the largest one, men chanted rounds of rousing hymns in an incense-filled room while other distributed almond milk and biscuits to those outside.

Boys lit firecrackers as lines of men danced out of the school and down the alleys, with women watching from balconies and doorways as the procession passed.

"Beloved Prophet of God, be the enemy of all His enemies," was one of the slogans they chanted in Sufi-style repetition.

At one point, marchers spilled out onto Martyrs Square, the old Green Square where Gaddafi used to address his supporters.

Najat Al-Mughrabi, waiting with other women at a corner to watch their sons march by, said she was not afraid of the extremists. "They couldn't do anything before (under Gaddafi), how can they do anything now?" she asked.

Even if the Mawlid holiday passes without incident, Sufi leaders say they remain concerned because many post-Gaddafi religious officials have Salafi leanings and have been appointing like-minded imams to mosques around the country.

Salafi preaching is also widespread on Libyan television and radio, they say, which raises concerns among Sufis that they are being outflanked by a new and more political form of Islam.

Hearts on Charts ? Swimming In Laundry

As an aviation affected family, we have a lot of high altitude en route charts.

As a kid affected family, we have a lot of mess making craft supplies.

As a calendar watching mama, I feel compelled to re-decorate the mantle often.? The kids love to see the changes and participate in the ?fun?.

I don?t necessarily like that ?February? means hearts, love, and pink.? I love my family EVERYDAY- not just the day the calendar reminds me to.

My own issues aside, we dug out the felt, scrap fabric, glue, charts, old window, and paint?

??

Happy February, All!

NATO ministers consider speeded-up Afghan drawdown (AP)

BRUSSELS ? Defense Secretary Leon Panetta said Thursday that NATO allies have agreed broadly to step back from the lead combat role in Afghanistan and let local forces take their place as early as next year, a shortened timetable that startled officials and members of Congress.

Obama administration officials scrambled with varying degrees of clarity to explain that Panetta's announcement en route to the NATO defense ministers' meeting here that he hoped combat troops would move into a training and assistance role beginning in 2013 was not a policy change, but an optimistic look at the already-established timetable.

Panetta said he told a meeting of his 27 NATO counterparts that he hoped Afghan forces would be ready to take the combat lead countrywide sometime in 2013, with international troops shifting to a support role after a decade of inconclusive combat. That means Afghans would bear the main burden of offensive action, with U.S. and other foreign troops assisting, he said.

"There was consensus on this" among the allied defense ministers meeting at NATO headquarters, Panetta told reporters, adding that no final decision was made.

Other officials, however, said there were some differences of opinion on whether 2013 was the right time to make this change. Few besides Panetta were willing to discuss the matter publicly; the ministers were due to resume their talks on Friday.

Views on what might take place in 2013 seemed to shift throughout the day as the ministers met behind closed doors. NATO's secretary-general, Anders Fogh Rasmussen, told reporters in the morning that NATO expects all Afghan provinces to have been handed over to Afghan control by mid-2013, and "from that time, the role of our troops will gradually change from combat to support."

But by day's end Rasmussen said it was too early to say whether that shift for NATO forces from combat to support will happen in 2013.

"It depends very much on the situation on the ground," he said, adding that the issue will be a central topic for discussion when President Barack Obama hosts a NATO summit meeting in Chicago in May on the Afghan endgame.

The summit also will deal with the tough question of the ultimate size of ? and international financial support for ? Afghan security forces beyond 2014, when the bulk of foreign forces are scheduled to leave. A related unresolved question is the number of U.S. and other foreign troops that might remain behind and what missions they would be assigned.

Panetta caused a stir when he said Wednesday that he foresaw American and NATO forces switching from a combat role to a support role by mid- to late-2013. He said this was a natural transition in line with the NATO goal, announced in November 2010, of having every Afghan province placed in government control by the end of 2014. Until that remark, however, it had been unclear how soon the U.S. believed it could largely end its combat mission in Afghanistan.

His remark prompted some Republicans in Washington to complain that the Obama administration was unwisely telegraphing its intentions to the Taliban. And it led to a cascade of confusing statements seeking to illuminate Panetta's meaning.

At one point, a senior NATO official offered this befuddling explanation of whether Panetta meant the U.S. combat role would end in 2013: "He said the combat role will come to an end. But he also said combat will continue, and that's exactly what I'm saying." The official was speaking on condition of anonymity in order to discuss internal NATO deliberations.

Asked further about the matter after Thursday's NATO meetings, Panetta said U.S. forces, once in a support role, would have to remain "combat ready," prepared to defend themselves but focused on enabling the Afghans to carry the brunt of combat. He also noted that U.S. special operations forces would remain in Afghanistan to go after certain terrorist targets.

In Washington, CIA Director David Petraeus, previously the top American commander in Afghanistan, told a congressional hearing that Panetta's comments had been "over-analyzed."

Petraeus said it is obvious that if the goal of putting Afghans fully in control of their own security is to be achieved by the end of 2014, then the final phase of that process would have to start sometime in 2013. "The idea is that we gradually stop leading combat operations," he said.

At the White House, officials backed Panetta, saying he was holding out hope that the transfer of control to Afghans could be accelerated.

"Within the context of transfer by the end of 2014, it is certainly possible ? and if possible, therefore desirable ? to have that transition take place earlier. But it is not an announcement of a new policy," White House press secretary Jay Carney said.

At another point Carney said, "As secretary Panetta said, it could happen and hopefully it will happen: We could do it sooner."

What this means for the pace of the withdrawal of American troops is even less clear. For now, the top U.S. commander in Afghanistan, Marine Gen. John Allen, is under orders from Obama to reduce the current total of 91,000 U.S. troops to 68,000 by September. He has been given no lower target beyond September, although some reductions are seen as likely in 2013.

British Defense Secretary Philip Hammond said the allies were united in seeing 2013 as key to getting Afghan forces in full control by the end of 2014.

"We are actually all in the same place," he said. "We all recognized that in 2013 there will be an evolution of the mission, the Afghans will be having the lead responsibility for the security throughout the whole country," he said. "But we will remain there in the combat support role and we will continue to do so, in our case, until the end of 2014, and the USA has indicated that it may go longer than that."

This week's NATO meetings began one day after a secret NATO report was leaked to the media suggesting that insurgent morale remains extremely high after more than a decade of war and that the Taliban remain confident they will defeat the U.S.-led coalition.

It also follows a series of attacks by members of Afghan forces on NATO troops or advisers. The repeated attacks have prompted worries about the degree of Taliban infiltration in the ranks of the national army and police, many of whom are considered unreliable.

There have been at least 35 attacks on international troops since 2007 by Afghan soldiers, police or insurgents wearing their uniforms, according to a tally by The Associated Press. The number rose sharply last year to 17, up from six in 2010.

Government health spending seen hitting $1.8 trillion (Reuters)

WASHINGTON (Reuters) ? Gvernment spending for Medicare, Medicaid and other healthcare programs will more than double over the next decade to $1.8 trillion, or 7.3 percent of the country's total economic output, congressional researchers said on Tuesday.

In its annual budget and economic outlook, the non-partisan Congressional Budget Office said that even under its most conservative projections, healthcare spending would rise by 8 percent a year from 2012 to 2022, mainly as a result of an aging U.S. population and rising treatment costs. It will continue to be a key driver of the U.S. budget deficit.

Medicare, the federal healthcare program for the elderly, accounts for about half the projected growth, with Medicaid at roughly one-third and the remainder attributed to new federal subsidies to help lower income Americans purchase insurance under President Barack Obama's 2010 healthcare overhaul.

Spending is expected to dip this year to $847 billion, from $856 billion in 2011, because extra federal money to help cash-strapped states pay for Medicaid ended last July. The healthcare program for the poor, Medicaid is jointly funded by federal and state governments.

But researchers warned that the longer term prospects for rising healthcare spending could have dire consequences for the U.S. deficit when combined with the cost of Social Security, if current revenue levels remain unchanged.

"The resulting deficits will increase federal debt to unsupportable levels," the CBO report said.

"To prevent that outcome, policymakers will have to substantially restrain the growth of spending for those programs, raise revenues above their historical share of GDP, or pursue some combination of those two approaches."

The data present the latest sobering news for Obama and lawmakers in Congress, who have spent months wrangling over how best to reduce a federal deficit that is expected to hover above $1 trillion in 2012 for the fourth year in a row.

The report is likely to feature prominently in the 2012 presidential campaign, where Republicans Mitt Romney and Newt Gingrich are vying for the support of fiscal conservatives to win the party nomination and face Obama in the November general election.

CBO also cited the cost of granting physicians a long-term reprieve from a Medicare reimbursement mechanism that is scheduled to impose a 27 percent pay cut on doctors in March.

The report said keeping physician payments at current levels through 2022 would cost the federal government $316 billion, up from last year's CBO estimate of $290 billion.

Lawmakers in Congress are trying to reach a deal on a one- or two-year "doc fix" under Medicare.

Foregoing reduced payment rates would cost the government $9 billion in 2012 and $19 billion 2013. The charge would rise sharply in later years to $47 billion in 2022 and $15 billion in additional debt service costs.
