Tunisia security blocks salafi conference

KAIROUAN, Tunisia (AP) ? Around 11,000 police officers and soldiers blocked an annual conference Sunday at Tunisia's main religious center by a radical Islamist movement that has been implicated in attacks across the country.

Security checkpoints were in place and patrols conducted throughout Kairouan after authorities declared the conference by ultraconservative Muslim group Ansar al-Shariah a threat "to security and public order."

Police briefly scuffled with stone-throwing young men and fired tear gas to disperse them.

The leader of Ansar al-Shariah, Seifallah Ben Hassine is wanted for his involvement in a mob attack on the U.S. Embassy in September and his followers have been accused of attacking art galleries, police stations and cinemas.

The robust response to the conference by security forces is unprecedented since the 2011 overthrow of President Zine El-Abidine Ben Ali, who presided over a strong police state.

The government, led by the moderate Islamist Ennahda Party, has long been accused by the opposition of being lax with attacks by ultraconservative Muslims, called salafis, on what they deem to be impious in the country.

Ansar al-Shariah's combative rhetoric, however, appears to have united the country against it. In a national dialogue conference involving unions, civil society and political parties Thursday, Ansar al-Shariah was widely condemned. The discovery of al-Qaida-linked militants in mountains along the Algerian border also alarmed people.

Alaya Allami, an expert on Islamic movements in Tunisia, said Ansar al-Shariah's more aggressive stance had resulted in a backlash in society and isolated them further.

"The operation against terrorist groups in Jebel Chambi and the approach of elections has threatened these radical currents and caused them to try to impose themselves more on the social scene," he said.

The spokesman of Ansar al-Shariah, Seifeddine Rais, was detained by authorities Sunday morning and an attempt by hundreds of salafis to hold a rally in a lower income Tunisian suburb was also dispersed by tear gas.

Rais on Thursday said authorities would bear responsibility for any blood spilled if they tried to ban the conference.

Security has been high around Kairouan since Saturday, with police checking IDs and searching the cars of anyone entering the city.

Residents appeared to welcome the security and handed out roses to patrolling police, offering their encouragement.

Since the overthrow of Ben Ali in an uprising that heralded the region-wide Arab Spring, Tunisia's salafis have become increasingly aggressive about preaching their conservative version of Islam.

Last year's Ansar al-Shariah conference in Kairouan drew about 4,000 attendees and featured sword-waving horse riders and martial arts displays, along with a great deal of fiery rhetoric.

Rangers' Lundqvist shuts out Caps to force Game 7

NEW YORK (AP) ? Home-ice advantage has held up for six games between the Washington Capitals and the New York Rangers.

The Southeast Division champions hope it lasts one more night.

Henrik Lundqvist made 27 saves and Derick Brassard provided the only offense in New York's 1-0 victory that set up a decisive Game 7 in Washington on Monday night.

"We have the chance," said Capitals captain Alex Ovechkin. "To be in front of our home fans will be good. They played well. It will be a good game."

The teams went the distance last year in the second round, and the Rangers advanced with a home victory. The Capitals would like to return the favor. Either way, there will be little time for preparation with the opening faceoff set for about 24 hours after the Rangers wrapped up their Game 6 victory.

"I'm not sure if it benefits anybody," Rangers coach John Tortorella said of the quick turnaround. "It is what it is. Both teams knew it going in. If I'm a player, I want to play right away. They don't want to listen to coaches this time of year, they don't want to look at video, they want to play the game and find out where they're at."

Where they are is tied 3-3.

The Rangers have been held to two total goals in the three losses in Washington, but they had been strong at Madison Square Garden before Sunday. New York had scored eight times in its first two games on home ice.

Two days after Lundqvist slammed his stick in disgust when an overtime loss in Washington put the Rangers on the brink of elimination, he was the difference. He celebrated with a pump of his arm and let out an emphatic yell.

"We needed it. There was desperation out there," he said. "We showed a lot of character and worked really hard. It was that type of game where you pay the price ? big saves, physical. Great win."

Except for Washington's 3-1 win in the series opener, the remaining five games have all been decided by one goal. The Capitals earned a 1-0 overtime victory in Game 2.

Despite having little room for error, the Rangers stayed composed and didn't commit a penalty until a big scrum after the final buzzer.

Now the Rangers will try to carry that over to Game 7.

"They play really well at home and they're confident," Lundqvist said of the Capitals. "The games we've played in that building, special teams have played a big part. We played a really disciplined game, and that's going to be key for us because they have a really good power play, so you have to respect that.

"Play hard, but play smart."

The Rangers earned Game 7 wins at home in last year's playoffs over Ottawa and Washington. If they pull out this victory, it would give them just their second series win after falling behind 0-2.

"We are just going to have the same mentality we had coming into this game," Brassard said. "We just played our game, had fun. The guys were relaxed, and that's what we need to do (Monday)."

Special teams were a factor Sunday, but only in keeping the Capitals in the game. The Rangers' ineffective power play went 0-for-5 and is 2-for-26 in the series. New York had a failed 5-on-3 advantage that lasted 44 seconds in the first period.

"Some were deserved. Some weren't deserved," Capitals forward Troy Brouwer said of his team's penalties. "We killed our momentum."

Washington didn't get a chance to improve on its 3-for-14 output in the first five games. Two Rangers power plays in the third cut out precious time the Capitals could have had to net the tying goal.

"We battled the whole way," Capitals goalie Braden Holtby said. "Disappointing, but we move along. Our (penalty-killing) is doing great, holding us in the series. Our guys kept their composure. We knew this could go seven (games)."

Brassard handed Lundqvist the lead at 9:39 of the second period with a goal that was originally credited to struggling forward Rick Nash.

Defenseman Mike Green left Washington short-handed when he took a retaliation cross-checking penalty on Derek Dorsett with 6:14 remaining.

"There are a lot of emotions. You can expect scrums and things like that," Dorsett said. "You've got to play your game. You can't just go out and think you're going to scrum it up and win the game."

Just after Green's penalty expired, Lundqvist denied Eric Fehr's drive with a snaring glove save. He then covered the puck in front with 48.4 seconds left, keeping Marcus Johansson at bay after the Capitals pulled Holtby for an extra attacker.

Lundqvist was at his best earlier in the third when the Capitals came at him in waves. He turned aside Mike Ribeiro, who scored in overtime to win Game 5, with just over 11 minutes remaining, and stopped Fehr three minutes later on a rush up the middle.

"Especially late in the game, he made some great saves," Tortorella said. "Now he has another Game 7. I think that builds. The ultimate goal for Hank, in his mind, is to win the Stanley Cup, but you need to go through these types of situations to get there."

Holtby was sharp, as well, with 28 saves.

Brassard, who has had a breakout series, scored his second goal of the playoffs when he faked a shot and then ripped a drive from the Stanley Cup logo just inside the blue line. The puck clipped the glove of Capitals defenseman Steve Oleksy and sailed through a screen set by Nash in front.

Brassard, a pickup from Columbus in the deal that sent Marian Gaborik to the Blue Jackets at the trade deadline, also had five assists in the first five games of the series.

Nash, still looking for his first goal of the series, was more of a presence in front. He made more drives to the net in an effort to create more traffic in front of Holtby.

Lundqvist faced only 15 shots through two periods, but needed to be sharp to keep the Capitals off the board. He made a big pad save with under 5 minutes left in the second to keep the Rangers ahead.

Despite having just a one-goal edge heading into the third, the Rangers carried the confidence that they could protect it. New York went 16-0 during the regular season when leading after two periods and has earned at least one point in those situations since Feb. 4, 2010.

NOTES: Rangers LW Chris Kreider, who hadn't played since the opening game of the series, replaced injured LW Ryane Clowe. ... Holtby has allowed just 11 goals in the series.

Pakistanis vote in historic election even as violence looms

The vote will be the first in Pakistan's history from one elected government at the end of its term to another.

Defying threats of violence, Pakistanis streamed to the polls Saturday for a historic vote pitting a former cricket star against a two-time prime minister and an unpopular incumbent. But militant attacks that killed 20 people underlined the risks many people took just casting their ballots.

The violence was a continuation of what has been a bloody election season, with more than 130 people killed in bombings and shootings. Some are calling this one of the deadliest votes in the country's history.

Despite the violence, many see the election ? the country's first transition between an elected government fulfilling its term to another ? as a key step to solidify civilian rule in a country that has experienced three military coups.

With the Pakistani Taliban threatening to target political parties in the vote, the government deployed an estimated 600,000 security personnel across the country to protect polling sites and voters.

Many Pakistanis seemed determined to cast their ballots despite the violence.

"Yes, there are fears. But what should we do?" said Ali Khan, who was waiting to vote in the northwestern city of Peshawar, where one of the blasts took place Saturday. "Either we sit in our house and let the terrorism go on, or we come out of our homes, cast our vote, and bring in a government that can solve this problem of terrorism."

That exuberance seemed to be widespread. The secretary of the election commission, Ahmed Khan, told reporters in Islamabad that he expected the turnout to be "massive."

The election is being watched closely by the United States, which relies on the nuclear-armed country for help fighting Islamic militants and negotiating an end to the war in neighboring Afghanistan.

This vote is notable for more than just the historic handoff of power from one civilian government to another.

The rise of former cricket star Imran Khan has reshaped the Pakistani political scene, challenging the stranglehold of the country's two main parties and making the outcome of the vote very hard to call.

The 60-year-old Khan is facing off against the Pakistan Muslim League-N, headed by two-time former prime minister Nawaz Sharif and the Pakistan People's Party, led by President Asif Ali Zardari.

While Sharif has billed himself as the candidate of experience, Khan is trying to tap into the frustrations of millions of Pakistanis who want a change from the politicians who have dominated the nation's politics for years.

"I never voted for anyone in the past, but today my sons asked me to go to the polling station, and I am here to vote," said Mohammed Akbar in the northwestern city of Khar. "Imran Khan is promising to bring a good change, and we will support him."

Alleged Dominican head of New York ATM thefts was shot dead

SANTO DOMINGO (Reuters) - An alleged leader of the New York arm of a global cyber crime ring, which stole $45 million from two Middle Eastern banks, was shot dead during an attempted robbery in the Dominican Republic last month, Dominican police said on Friday.

Alberto Lajud-Pena, 23, was killed on April 27 in a house in the city of San Francisco de Macoris about 100 miles northeast of the capital, Santo Domingo, according to police.

Investigators found $100,000 in cash in the house, as well as an M-16 assault rifle, two 9 mm pistols, a revolver, ammunition clips and a telescopic sight. The money and weapons belonged to Lajud-Pena, police said.

Lajud-Pena was one of eight men that U.S. prosecutors said on Thursday were part of the New York cell of an international criminal syndicate that perpetuated one of the biggest bank heists in the world.

The crime ring hacked into the networks of two credit card processing companies in December 2012 and February 2013, respectively, to steal prepaid debit card data which they used to fraudulently withdraw money from cash machines in 27 countries over a matter of hours.

The U.S. Justice Department said the New York group was led by Lajud-Pena and pulled $2.4 million from almost 3,000 ATMs in the city during the space of 10 hours in February. Lajud-Pena's alleged co-defendants are all Hispanic men who were arrested in Yonkers, a New York City suburb that is home to a large Dominican population, U.S. prosecutors said on Thursday.

Lajud-Pena was shot and killed by a gang of three men, of whom the leader was Carlos Manuel Jim?nez, alias "La Vaca Loca" (Mad Cow), according to police in the Dominican Republic. Jim?nez and the two men were in custody, police said.

It was not immediately clear if the gang or the $100,000 found at the house were linked to the cyber theft. U.S. prosecutors have said that $2 million in cash is still missing from the heists.

The global ringleaders of the cyber theft are believed to be outside the United States though prosecutors declined to give details, citing the continuing investigation. Arrests in the case have also been made in Germany, according to the D?sseldorf prosecutor's office.

The hackers are alleged to have increased the available balance and withdrawal limits on prepaid MasterCard debit cards issued by Bank of Muscat of Oman, and National Bank of Ras Al Khaimah PSC (RAKBANK) of the United Arab Emirates.

They then distributed counterfeit debit cards to "cashers" around the world, enabling them to siphon millions of dollars from cash machines in a matter of hours, the prosecutors said.

Unexpected twists in Texas plant blast

The arrest Friday of a first responder to the deadly April 17 fertilizer plant blast in West, Texas, on explosives charges, is a new wrinkle that may call into question whether the incident that killed 14 people ? including 12 firefighters and paramedics ? was in fact a tragic industrial accident, as most people in the area believed.

Texas authorities arrested Bryce Reed, a paramedic with West Emergency Medical Services, at 2 a.m. Friday and have since charged him with possession of a pipe bomb. Mr. Reed was among those who responded first to the fertilizer plant explosion and served for a time as incident commander at the site. He was also shown giving a taped eulogy for explosion victim Cyrus Reed at an April 25 memorial in Waco, Texas, attended by President Obama.

Police have neither confirmed nor denied that Reed's arrest is tied to the plant explosion. However, authorities said Friday that the Texas Rangers and the McLennan County Sheriff?s Department have launched a new criminal probe into the incident, with Texas Department of Public Safety chief Stephen McCraw pledging that the state will ?leave no stone unturned.?

On May 1, officials told a Texas House committee that they had interviewed 300 people and followed 160 leads during the investigation into what happened on the night of April 17. At that hearing, Assistant State Fire Marshal Kelly Kistner said the investigation should be complete by May 10 and that the chance remained that the cause would be classified as ?unknown.?

On Monday, investigators said they had ruled out weather and natural phenomena as causes of the blast, which happened about 20 minutes after a fire began tearing through a fertilizer and seed building on the property.

The Reed arrest and revelations of a new criminal probe raise questions about criminal mischief, even terrorism, given that the blast occurred two days after two bombs exploded near the Boston Marathon finish line, killing three people and injuring at least 260 others. In the West explosion, which registered 2.1 on the Richter scale, nearly 200 people were injured, and a nursing home, school, and dozens of houses were destroyed or damaged.

Until now, Texas lawmakers had focused chiefly on pinpointing any holes in the state?s regulatory framework for small fertilizer plants that store large amounts of potentially volatile chemicals, such as anhydrous ammonia or ammonium nitrate. The latter is the substance that exploded in West and that Timothy McVeigh used to detonate a massive bomb in Oklahoma City in 1996.

The Monitor reported last week that the plant had been a frequent target of thieves, posited to be using anhydrous ammonia as part of the cooking process for homemade methamphetamine. But reports of those thefts had led to few state demands for tighter security at the plant, which lacked even a perimeter fence.

McLennan County Sheriff Parnell McNamara said Friday that residents "must have confidence that this incident has been looked at from every angle and professionally handled. They deserve nothing less."

Oil prices fall as dollar rally

NEW YORK, May 10 (Xinhua) -- Oil prices retreated Friday as the U.S. dollar surged to a four-year high against the yen.

The U.S. dollar rallied broadly as recent data showed the job market is improving. The number of Americans initially applying for unemployment aid fell to a five-year low last week. In April, the U.S. unemployment rate dropped to 7.5 percent.

The U.S. dollar traded above 100 Japanese yen for the first time since April 2009. The Dollar Index, which tracks the U.S. dollar against other six major currencies, rose as much as 0.8 percent.

The U.S. dollar appreciation triggered a sell-off in oil, as a strong greenback will dampen the demand for dollar-denominated oil and make it less attractive to holders of other currencies.

The rising output also weighed on the oil prices. The Organization of the Petroleum Exporting Countries produced 30.46 million barrels a day last month, up from 30.18 million in March, said the group's Monthly Oil Market Report.

The U.S. Federal Reserve Chairman Ben Bernanke said that the U. S. economy has not yet fully regained jobs lost in the recession triggered by the financial meltdown in 2008 and the U.S. financial system still struggles with consequences of the crisis. He made the remarks at a Chicago Fed conference right after Friday's opening bell.

Light, sweet crude for June delivery lost 35 cents, or 0.36 percent, to settle at 96.04 dollars a barrel on the New York Mercantile Exchange.

Brent for June delivery went down 56 cents, or 0.54 percent, to close at 103.91 dollars a barrel.

Jury resumes deliberating fate of Philadelphia abortion doctor

PHILADELPHIA (Reuters) - A Philadelphia jury began its fifth day of deliberations on Monday in the murder trial of a doctor accused of killing babies and a patient during late-term abortions at a clinic serving low-income women.

Dr. Kermit Gosnell, 72, who ran the now-shuttered Women's Medical Society Clinic, could face the death penalty if convicted by the jury in Common Pleas Court in Philadelphia.

The seven-woman, five-man jury heard five weeks of testimony before starting deliberations last Tuesday. After having the weekend off, the panel reconvened at about 8:30 a.m. on Monday.

Gosnell is charged with four counts of first-degree murder for delivering live babies during late-term abortions and then deliberately severing their spinal cords, prosecutors said.

It is legal in Pennsylvania to abort a fetus up to 24 weeks into a pregnancy. Gosnell also faces charges that he performed 24 abortions beyond 24 weeks.

Judge Jeffrey Minehart told jurors last week that state law defines a live baby as one that is fully expelled from the mother and showing signs of life such as breathing, heart beat or movement.

Gosnell's defense contends there is no evidence the babies were alive after they were aborted.

Testimony depicted a filthy clinic serving mostly low-income women in a largely black community.

Gosnell also is charged with murdering Karnamaya Mongar, 41, of Virginia, who died from a drug overdose after going to him for an abortion, prosecutors said.

Gosnell has been in jail since his January 2011 arrest. Eight other defendants have pleaded guilty to a variety of charges and are awaiting sentencing. They include Gosnell's wife, Pearl, a cosmetologist who helped perform abortions.
